Elise van Ginkel started out her career in the energy sector at consulting firm Magnus Energy, where she supported TSOs and NEMOs with the EU electricity market integration, through a variety of projects in CWE, Core and Nordic CCR. Since 2022, she has been involved in the field of congestion management. First as policy advisor at the Dutch Ministry of Economic Affairs and later on as senior business strategy consultant at EDSN (central data hub of Dutch SOs) and GOPACS. Elise currently fulfills the position of manager Strategic Development at GOPACS, where she is works with a team of policy advisors on the long-term strategy of GOPACS in light of stakeholders needs and national/European flexibility legislation.

From Local Experiments to Lasting Markets: The Future of DSO Flexibility

As distribution system operators (DSOs) gain experience with local flexibility markets, the focus is increasingly shifting from pilot projects to stable, scalable and enduring solutions. This session will examine what it takes to move from experimental local flexibility schemes to robust markets that can be reliably integrated into system operation and investment planning. The discussion will address regulatory readiness, market design choices, standardization, coordination with other system operators and the conditions needed to provide long-term security for flexibility providers. By bringing together DSOs, policymakers, market actors and technology providers, the event aims to identify practical pathways towards sustainable local flexibility markets that support a resilient and decarbonized electricity system.
